The TGP reservoir has a surface area of 1,084 km2, of which 632 km2 is the flooded land. In 1991 and 1992, CWRC, in cooperation with Sichuan and Hubei Provinces, again conducted a specific inundation investigation. It has been concluded that, totally, the inundation of TGP reservoir involves 20 counties and cities. Among them, four counties, namely Yichang, Zigui, Xingshan and Badong are in Hubei Province, and 16 counties and cities in Eastern Sichuan Province (now the City of Chongqing), namely Wushan, Wuxi, Fengjie, Yunyang, Wanxian counties, Kaixian, Zhongxian, Shizhu, Fengdu, Fuling cities, Changshou, Yunan, Banan districts,part of Chongqing City including Nanan District, Jiangbei District, Central District, Jiulongpu District, Dadukou District, Shapinba District and Beipei District, and Jiangjin District.

According to the investigation, 846,200 people, including 361,500 rural people, 484,700 urban dwellers will be affected and need to be relocated. It is estimated that the affected population accounts for 0.04%~11% of the total population with the highest ratio of 16% for Zigui County,Yichang.

It should be pointed out that, the resettlement for the TGP, which involves one million of relocatees, is a very tough task. Considering the environmental factors and the demand for economic development in the TGP reservoir region, it has been suggested that the development-orient policy must be carried out to ensure the success of the resettlement for the TGP. It is required that, upon the local native superiority, an overall regional planning should be made to promote local production and create opportunity of employment in the region. Besides, the resettlement should be integrated with development of economy, exploitation of resources and construction of the reservoir region to increase productive ability, improve the living standard of the relocatees as well as the environmental quality. Thus the implementation of resettlement will not only speed up the overall development of economy, but also benefit the social stability in the reservoir region.

The main land and property would be under the river are 356,900Mu infield, 74.400Mu orange land, 657 factories which are with 819 million capital asserts; 139 power station, 965 km road, 1106 km high pressure transmit electricity wires, 27,300 km cables, 5200 km radio wires; and 44 historic traces. There are 9 counties and 106 towns which would be removed.
